Joce Pritchett, P.E.

Transportation Engineering and Planning

Joce's Design Engineering experience has included roadway and drainage design, striping design, bridge design, hydrology studies, and various civil engineering projects. Her planning experience has included transportation studies, noise studies, environmental assessments, environmental impact statements, feasibility studies, public meetings and community advisory team involvement, alternatives analysis, and context sensitive design for a variety of projects.  This variety provides her with a comprehensive understanding of the processes required by various agencies and the elements required to evaluate and minimize potential impacts and design sound transportation projects.


Alan Steinbeck

Vice President
Systems Planning and Analysis

Alan’s experience includes overseeing and delivering projects and programs integrating issues of transportation, spatial analysis, community development, strategic thinking and placemaking. He has managed numerous multimodal transportation plans, area and master plans, corridor studies, technical assistance programs and economic and community development strategies. His work spans urban, suburban, small city and rural areas. Alan has the ability to orchestrate complex projects that involve both technical details and high profile decision-making elements. He is an excellent communicator and has a successful record of accomplishment of building consensus around issues among technical staff, the public and elected officials. 

Cynthia Grizzle

Director of Environmental Services

Cynthia is an experienced professional in transportation planning and environmental services. Her broad range of knowledge and experience allows her to guide projects from the feasibility stage, through planning, design, permitting, and construction. She has led environmental monitoring and assessments for all types of projects, including transportation planning, water resource, and ecological services as-needed contracts. She has applied her technical expertise to complete feasibility studies, monitoring reports, environmental permitting, NEPA studies, and construction oversight in environmentally sensitive areas.
